Baked Cod with Potatoes, Peppers and Garlic

1 1/2 pounds baking potatoes, cut into 1/8 to 1/4-inch slices
salt, to taste
freshly ground pepper, to taste
1/2 large or 1 small red pepper, quartered and thinly sliced
1 medium-size red onion, thinly sliced
2 large cloves garlic, finely chopped
1/4 cup, plus 1 tablespoon olive oil
2 tablespoons chopped parsley
1 teaspoon chopped fresh thyme, or 1/4 teaspoon dried
1 1/2 to 2 pounds cod steaks, about 1 inch thick
Juice of 1/2 lemon

Bring a large saucepan of water to the boil. Add the potatoes and salt to taste, and simmer for 3 to 4 minutes until just tender. Drain and pat dry.

Combine the potatoes with the red pepper, onion, garlic, 1/4 cup oil, herbs, salt and pepper to taste, and toss gently.

Heat the oven to 400 degrees. Coat a baking dish large enough to hold the cod with the remaining tablespoon of oil. Sprinkle the cod lightly on both sides with salt and pepper and put it in the baking dish. Squeeze the lemon juice over the cod. Cover with the potato mixture and smooth the top. Bake for 20 to 25 minutes until the cod is just opaque. Serve the cod on a bed of the potato mixture.
