Pressure Cooker Beef Pot Roast

2 tablespoons Vegetable Oil
1 3 pound beef chuck roast, or top round roast
4 cups water
2 carrots, chopped
1 onion, chopped
Salt and pepper

1. Heat the cooker, add the oil and brown the meat on all sides.
2. Place the roast on the rack in the cooker and add all other ingredients.
3. Close the cover securely, cook for 45 minutes with pressure regulator rocking slowly.
4. Let the pressure drop of it's own accord and let the gravy thicken, if desired.
