Bob Jones' Butterscotch Brownies

1/4 cup butter
1 cup dark brown sugar
1 egg
1 teaspoon vanilla
1/2 cup flour
1/2 teaspoon baking powder
1/2 teaspoon salt
1 cup chopped pecans
1/2 cup butterscotch-flavored chips
1 tablespoon milk

Melt butter in saucepan. Stir in brown sugar; let cool. Beat in egg and vanilla. Sift together flour, baking powder and salt; add to brown sugar mixture. Add pecans and mix well. Pour batter into greased 8-inch square pan. Bake at 350 degrees for 30 minutes. Frost with butterscotch frosting. To make frosting, melt butterscotch chips in milk over hot water. Drizzle icing over brownies while they are still warm and in the pan. Let cool and cut into 1-inch by 2-inch bars.
