Beef, Ginger, Lemon with Couscous

1 cup beef broth, or water
1/3 cup chopped fresh coriander, or 2 tbsp dried coriander leaves
1/3 cup chopped fresh italian parsley, or regular parsley
1 tbsp olive, or vegetable oil
1 tsp ground ginger
1/2 tsp salt
1/4 tsp Pepper
1/8 tsp ground red pepper
12 cloves garlic
3 slices lemon, cut in half
2 large tomatoes, seeded and chopped

Heat oven to 325 degrees. Mix all ingredients except couscous in ungreased 3-quart casserole. Cover and bake 2 to 2-1/2 hours or until beef is very tender. Serve over couscous.
