Cover the beans with cold water and soak them overnight. Heat the oven to 225 degrees. Heat the oil in a large ovenproof casserole over high heat until hot but not smoking. Brown the meat on both sides, for about 5 minutes. Remove the meat from the casserole and reduce the heat top moderate. Add the onions, carrots and garlic to the casserole and cook for about 5 minutes or until the onions are softened. Return the meat to the casserole. Drain the lima beans and add them to the meat together with the barley, water, broth, bay leaves, salt, paprika and pepper. Increase the heat to high and bring the liquid to a boil. Cover the casserole and put in the oven. Cook the casserole for 8 hours adding additional water or broth, if necessary.
